National Planning Minister Trevor Manuel has reassured that the Cabinet will have the final say on policy formulation.
Manuel said the revised green paper on national strategic planning clearly stated the National Planning Commission would have no executive powers and that Cabinet would make the final decisions.

SA was
demarcated in 1994 into nine new provinces. In the process, provincial
governments, headed by premiers, were established in each province.
Despite the regrouping of the initial provinces and homelands into the
current nine provinces, the diversity in terms of resources, social
development, infrastructure, and economic development is still very
much evident in the various regions in the country. It is against this
background of great regional diversity and inequality that this book,
comparing the provinces with each other as well as the country as a
whole, is published. The analysis is organised into specific subjects
of comparison and does not take the form of extensive provincial
profiles. It starts with a general overview and geographic orientation
of the provinces. This is followed by developments on the political,
social and economic fronts. |

Three long-term scenarios for the
SA economy are provided: A conservative, base and optimistic scenario.
The conservative scenario assumes a “muddling through” approach in
which sound policies mostly takes a backseat to political opportunism.
The base scenario encompasses Absa’s most realistic economic view of
South Africa’s future. In the optimistic scenario not all economic
indicators are considered to be better than in the base scenario, but
the overall economic performance, as measured by economic growth and
per capita income growth, is better in this scenario than in the other
two scenarios. |
